I own a 250cc Honda motorcycle that gets 75mpg. I use it around town
and to go to work on occasion. I like the idea that I am saving gas
when I ride and it is a lot of fun. But it still costs me money in
the long run. I still need a regular car for bad weather and long
trips. The registration and insurance fees for my efficient second
vehicle are a few hundred dollars a year and I will never make that up
in gas savings. It would be even worse for a small car instead of a
motorcycle. People will not do the right thing and get a small
efficient car as a second vehicle unless it actually saves them money
and people will not get rid of their primary vehicle that they need
for long highway trips. We need to reform our insurance fees to
promote the ownership of fuel efficient second vehicles.

Good luck!

I do not know about your circumstances, but my insurance for two
vehicles already costs less than twice the insurance for one.
Registration is per vehicle and discounting vehicles after the first
penalises less-wealthy people who cannot afford a second vehicle. You
do not need a car for bad weather and long trips, you merely want
one. Unless you take a lot of long trips, or the weather is really
bad, there is always a cab and intercity bus/train/aircraft. There
are also automotive cooperatives.

Gas prices being what they are, you might be able to convince them
that your car is a "pleasure only" vehicle, which will reduce the rate
(your motorcycle insurance might go up).

Everyone can when they are clapped out low value vehicles.

You dont need to live, you mearly want to do that.

Makes a lot more sense to have some system where the
insurance you pay depends on how many vehicles are used
at once, rather than on whats possible to use simultaneously.

Non trivial to implement tho.

One obvious approach is to insure the individual, not the vehicle.
