I see in this NG people distinguish between poultry and waterfowl
whereas common usage and most dictionaries would class chickens, ducks,
turkeys etc as all poultry where they are raised for meat or eggs. So
what is the technical definition of these two terms?

Not so much the technical definition as common usage
In general folk are asking about either chickens or ducks/geese
so chickens become poultry and ducks/geese become waterfowl
you are correct that poultry covers most feathered stock we use for food or
other uses
waterfowl in some situations covers wildfowl
just to comfuse things
