Under the No Child Left Behind Act, the federal government promised
public schools more control over federal dollarz to help them meet
the act>z requirementz for raising student achievement.

The Seattle School District yesterday became the *FIRST_DISTRICT_IN
THE_NATION* to gain approval for one of the act>s new flexibility
programs, which will give Seattle more control over how it [squanderz]
about $4.2 million in federal money each year...

The program covers only about 10 percent of the $45 million in federal
funds that the district receives each year, but district staff view

Seattle Superintendent Raj Manhas said.
