Engineers often use log to the base 10, and rarely log to the base e.
Is it possible to stop Mathematica simplifying

Log[10,x] to Log[x]/Log[10], but instead leave it in terms of logs to
the base 10??

You can try one of the Hold family functions. Such as

HoldForm[Log[10, a]]
