Republicans Block Provision to Alter Strategic Oil Reserve Mix

July 24 (Bloomberg) -- The U.S. House defeated a Democratic proposal
to substitute heavy crude oil for light petroleum in the Strategic
Petroleum Reserve, after White House officials threatened a veto of
the measure.
The measure, at least the fourth energy bill to fail under suspension
of rules in the last month, would have directed that 10 percent of the
reserve be released into the market over six months and replaced with
heavier oil over a five-year period. Considering a bill under
suspension of House rules means that the bill needs a two-thirds
majority in order to pass.
``The Strategic Petroleum Reserve is an incredible weapon to be used
in order to protect the American consumer from being gouged at the
pump,'' said Massachusetts Democrat Edward Markey, the chief sponsor
of the measure on the House floor.
The bill, which failed 268-157, is one of a series of measures the
Democrats have brought up in an effort to address skyrocketing energy
prices. Both gasoline and oil have fallen off of records set earlier
this month. Crude oil futures touched a high of $147.27 a barrel on
July 11.
Republicans have argued that Democratic energy measures have ignored
what is really needed, domestic oil production. White House officials
today recommended President George W. Bush veto the measure.
The SPR was established as ``the nation>s energy insurance policy,''
White House spokeswoman Dana Perino said. ``We don>t think it should
be weighted for purposes to try to manipulate price. It hasn>t
worked.''
The Government Accountability Office has reported that filling 10
percent of the reserve with heavier crude, instead of light crude,
could save taxpayers $1.2 billion.
An Energy Department report last week advised cutting the supply of
light sour crude in the inventory by 70 million barrels, and
substituting that with heavy crude.
Currently the reserve holds 706 million barrels, or 35 days worth of
average U.S. oil consumption. The inventory includes 424 million
barrels of light sour crude and 282 million barrels of light sweet
crude, the department said.

Here Nancy Pelosi is absolutely wrong and (unbelievable but true) I have to
side with Bush on this position. Releasing oil from the reserve it is just
as stupid as McCain proposal of a gas "tax holiday".
Yes, I agree that a very important factor in current prices is the
speculation. And I agree that the speculators MAY be bent with an over
supply from the reserve.
But is a big MAY here. There is no way of knowing how much financial reserve
speculators have and there is a limit of how much oil can be released from
the reserve before national security is at risk.
Keeping in mind that speculators just cashed all the gains from housing
bubble and keeping in mind that they are just pulling money out of the
stock market as we speak (Dow drop), it is likely that speculators may
actually be more resilient than the government. And if they are capable to
keep speculating until we can not release anymore, then they win the war
and we just put ourselves at risk. Speculators win.
Even if speculators do not want to fight the government, they stop
speculating while we release the reserve. The gas prices will drop until we
can not release anymore then they climb back. Then in the future, we need to
replenish the reserve so we have to buy oil at higher prices and this will
help driving prices even higher. Speculators win big time.
So let be clear: WE CAN NOT FIGHT SPECULATORS WHILE PLAYING BY THEIR RULES.
It is idiotic to do so. Speculators must REGULATED, FINED AND TAXED TILL
THEY DROP not played with them, on their own game with their own rules.

= whenever is possible 4 days week-work. Clear arguments must be provided
for not switching to 4/10. Have employers pick the tab for a half an hour
lunch break every day the workers are at work.
= put a sales tax on gas and give that money back as a tax break for
families. So, the guy driving a SUV will get the same tax rebate as the guy
driving a Prius but will pay more in taxes for gas. As a result, the gas
sippers will be encouraged.
Long term actions:

You are simply wrong. The price of gasoline at present is a speculative
bubble and it needs to be popped. IMHO we need to be able to use the SPR
to control the price of oil and to drive it down to $80 a barrel where it
belongs. Any more oil from the SPR is an improper move. But the traders
need to know that they can no longer operate risk free. The amount needed
for the release is actually much less than the requested amount and only
enough to pop the bubble will be released. The __**THREAT**__ of the full
amount is all that is necessary.
