Empty curved space-time. Empty space time has slow time because it has
gravity but no energy in motion.

Conversly when matter occupies space it has a motion that gives it
slower time above the slowing of gravity.

Empty space-time is the background for matter and it has a
gravitational clock so to speak. You can move into slower time of
gravity.
